A small group of us clerks are sitting in our council office. Someone is banging heavily on the door. We do not answer but keep a low profile - we do not want to be seen. Who is it knocking so desperately? Are they starving people begging to get into the workhouse? They need our help but we are not responding- they are not our responsibility.
